No, it is not mandatory to qualify IIT JEE to get into Architecture, you can appear in the NATA (National aptitude test for architecture). Here are the details of this test:

Eligibility:
The applicant should have completed 12th with physics, chemistry and mathematics subjects from any recognized board of India.

Required documents:
Std. X or equivalent exam marklist - attested copy.
One recent passport size colour photograph, to be pasted on the registration form.
Any valid document of identification bearing photograph and signature of the candidate - attested copy.
Proof towards payment of NATA
