You subscribe for the employment newspaper . It's going to help you keep track of "all government jobs in Biotech and related sectors.
WHO, UNICEF, UNDP have active job portals, but very few are aware of them. Explore them well, and you might find some suitable contractual job for your daughter for a life time of experience.
Companies like PREMAS can directly be approached through email/telephone about vacancies.
There are some HRs actively looking for good candidates on LinkedIn. Ask your brother to maintain a good profile at LinkedIn, which is considered an online resume these days.
