As you asking here I am telling in India you can open NGO (Indian Non-governmental organizations) under various Indian laws, In India, you may register an NGO under any of the following Acts: Indian Trusts Act: Societies Registration Act: Companies Act: If you are looking to set up the NGO need to apply for registration to the official who holds jurisdiction in the region where the trust will be registered.
