If you belong to reserve category then yes you are Eligible for NET exam with less then 54% marks in masters, but if you are from the general category then there is no chance for you. Here are the details of NET examination:

Eligibility:
The applicant should have minimum 55% marks in Master’s Degree from universities recognized by UGC. Other Backward Classes belonging to non-creamy layer / Scheduled Caste / Scheduled Tribe / Persons with disability category candidates who have secured minimum 50% marks in Master’s degree or equivalent examination are eligible for this Test.

EXAMINATION FEE
General Candidates Rs.450/-
Other Backward Classes Rs.225/-
SC/ST/PWD candidates Rs.110/-
