As per my knowledge yes you can get admission direct in 2nd year in Gujarat engineering college after scoring 62.78% in final year in Diploma as you fulfill one of its eligibility criteria. That admission process is called Lateral entry and you have to clear its Entrance Exam first.

Lateral entry in engineering is referred as pursuing B.Tech/ engineering degree after diploma in engineering. These Candidates complete their engineering degree in three years span only.

Such students have one advantage as they save one year, moreover the lessons and other practical work become comparatively easier for them as they are familiar with the kind of work and effort required owing to the Diploma programs.

Eligibility :

Student should have at least a 60% in Diploma.

The maximum age limit is of 28 years.

One must not have any backlogs left in Diploma.
