Hello dear, you father is not eligible for apply for RTI act form. In Dibrugarh University guardians are not eligible to apply on behalf of the student.

The Dibrugarh University is provides RTI Form. The Dibrugarh University is provides Standing Instructions to Student Applicants under RTI Act, 2005.
