Can u please let us know the eligibility criteria for applying the tatkal convocation

Hi i completed my graduation(BBM) from Bangalore university 2009_12 and I failed in 2 subject in 1st sem for which I wrote supplementary in 3rd sem and cleared both sub, I haven't collected my convocation certificate am I eligible for tatkal scheme please advise.

I am in urgent need of my convocation certificate. I passed out in the year 2016. Like you mentioned in one of your points that I will have to go to my college and get signature and stamp and then submit to the university. But I noticed that my college has a rule that I should not approach the university directly and submit the application. That being said, I doubt that my college would agree on me submitting directly to the university. Is there any other alternative? Also, is the tatkal scheme available at all times or only when they announce the convocation dates?
