Yes definitely after completing B.Tech Biotech you are eligible to appear in IES conducted by UPSC. All Engineering applicants can apply for IES exam. but there is no separate Biotech stream in IES. You have to give exam in one of the following streams given below:
1) Civil
2) Electronics
3)Electrical
4) Mechanical

Eligibility Criteria:
Aspirants must be an Indian citizen.
Candidates must have BE or B. Tech degree in any branch from recognized university or its equivalent.
Final year applicants of engineering can also apply for IES exam.
You must attain the age of 21 years but not more than 30 years.
There is age relaxation in age for SC/ST and OBC
OBC age limit 21 to 33 years
SC/ST age limit 21 to 35 years

Generally this exam is held in June month of every year. Notification will be issued in March month . And students will have one month time to apply for the exam.
The scheme of the exam is as follows
The paper includes both objective multiple choice type and conventional essay type papers
Section -A (objective type)
Three papers (general ability, 2 papers on respective stream ie civil,mechanical,Electrical or Electronics)
Section -B (essay type)
Two papers from the stream.

The Engineering Services Exam or ESE 2015 is an entrance exam to be taken by graduate engineers who want to work under the Government of India. The exam is conducted by Union Public Services Commission (UPSC).

Yeah you are eligible for Engineering Services Exam after B.Tech Biotech.

UPSC ESE Eligibility-

Degree in Engineering from a university incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as University Grants Commission Act, 1956.
or
Passed section A and B of the institution Examinations of the Institution of Engineers (India)
or
degree/ diploma in Engineering from such foreign university/ college
or
Passed Graduate Membership Examination of the Institute of Electronics and Telecommunication Engineers (India)

Passed Associate Membership Examination Parts II and III/ Sections A and B of the Aeronautical Society of India
or
Passed Graduate Membership Examination of the institution of Eletronics and Radion Engineers, London held after November, 1959.

Physical Standards:

Candidates must be physically fit according to physical standards for admission to Engineering Services Examination.

I. Nationality:

A Candidate must be either
i. a citizen of India, or
ii. a subject of Nepal, or
iii. a subject of Bhutan, or
iv.a Tibetan refugee who came over to India before the 01 January , 1962 with the intention of permanently settling in India, or
(v). a Person of Indian origin who has migrated from Pakisthan, Burma, Sri Lanka and East African countires of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawim Zaire and Ethiopia or Vietnam with the intention of permanently setting in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Age Limit:

Candidates age must be between 21 years to 30 years.

Upper Age Limit Relaxation

35 years in the case of Government Servants and for Scheduled Caste or a Scheduled Tribe.

3 years in case of candidates belonging to OBC.

5 years if candidates had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 01-01-1980-31-12-1989.
3 years in case of Defence Service Personnel disabled

Important dates-

Date of Notification: 14 March, 2015.
Last Date of Receipt of Applications: 10 April, 2015 (Friday)
Date of Commencement of Exam: 12 June, 2015 (Friday)

Application Fee

Rs. 200 for - General/OBC candidates is Rs. 200
No Application fee for - SC, ST, PH and female candidates
