Yes you can apply for Clerk position in banks after passing 12th grade examination with 44% marks . but you have to passed graduation level degree course in any stream to apply for IBPS clerk exam .

IBPS required eligibility :
Age: Minimum age 20 and Maximum age 28

Education:
You have to passed minimum Graduation level degree in any stream from a well recognized university
Computer literacy is necessary, either having studied as school level or having completed any type of Certificate/Diploma/Degree
You must have Proficiency in the official language of the State/Union territory where you are interested in working

Nationality/Citizenship:
A candidate must be either -
(i) a Citizen of India or
(ii) a subject of Nepal or
(iii) a subject of Bhutan
