Hello user as you said, minimum qualification for BSNL JTO is Graduates of engineering or Technology are eligible to appear for this exam. The degree must be from a recognized college. Students must have learned any one of the following disciplines:

Computer
Electrical
Electronics
Information Technology
Radio
Telecommunication

Qualification for BSNL - JTO Entrance Exam
If you are the applicant for JTOs (Telecom) exam then you must not be less than 21 years when they submit the admission form. The upper age limit is 30 years. But this is relaxable in some cases. They are:
Government servants – up to 5 years
BSNL employees – up to 5 years
Applicants of the SC and ST tribes – up to 5 years
Applicants of the OBC category – up to 3 years
Applicants of the PH General Category – up to 10 years [SC/ST: 15 years and OBC: 13 years
Residents of J&K

Here is the Syllabus for BSNL JTO Exam:-

Materials and Components


Structure and properties of Electronic Engineering materials, Conductors, Semiconductors and Insulators, Magnetic, Ferroelectric, Piezoelectric, Ceramic, Optical and Superconducting materials. Passive components and characteristics, Resistors, Capacitors and Inductors; ferrites, Quartz crystal, Ceramic resonators, Electromagnetic and Electromechanical components.

2.Physical Electronics, Electron Devices and ICs

Electrons and holes in Semiconductors, Carrier Statistics, Mechanics of current flow in a semi-conductor, Hall effect; Junction theory; Different types of diodes and their characteristics; Bipolar Junction transistor, Field effect transistors, Power switching devices like SCRs, CTOs, power MOSFETs; Basics of ICs-bipolar, MOS and CMOS types; basics of Opto Electronics.

Network theory
Network analysis techniques: Network theorem, trans cient and steady state sinusoidal response, Transmission criteria: delay and rise time Elmore’s and other definition, effect of cascading. Elements of network synthesis.

Electromagnetic Theory
Transmission lines: basic theory, standing waves, m atching applications, microstrip lines; Elements of antenna theory.

Elecronic Measurements and instrumentation

Basic concepts, standards and error analysis; Measurements of basic electrical quantities and parameters; Electronic measuring instruments an d their principles of working: analog and digital, comparison, Characteristics, applications. Transducers; Electronic measurements of non – electrical quantities like temperature, Pressure, h umidity etc. Basics of telemetry for industrial use
