Phd Program in JNU Delhi

I have completed MA Degree in Political Science from the Delhi University. Now I am thinking to do Ph.D from JNU Delhi. So please tell me that I can take direct admission in Ph.d Program without appearing in any Entrance Exam? If there is necessary to appear in the Entrance Exam, give me its application form. Pls give detailed syllabus of Ph.d Entrance Exam of JNU Delhi.
