In terms of Section 4 of the Housing Consumers Protection Measures Act, 1998 the Minister of Human Settlements is responsible for the appointment of Council Members. Members of Council are appointed for a period of thee years in office. The current Council consists of the following members, whose term of office commenced on 01 May 2012 and expires on 30 April 2015.

Mr Abbey Chikane
Chairperson

Abbey Chikane is a business strategist and a development economist. Over the past 20 years, Chikane has held various senior leadership and management positions in multinational corporations, global consulting and advisory services firms. He has also served multilateral organisations and governments as a regulator.

Chikane is a proponent of good governance in line with the Companies Act (SA), Public Finance Management Act (SA), the King Code on Good Governance, and good ethics. His main highlight was his ability to lead a global initiative comprising 84 countries, including governments, the industry and the civil society which culminated in an international diamond import and export system and an international certification scheme for the trade in rough diamonds.

Chikane had the privilege of studying economics in both the Union of Soviet Socialist Republic (USSR) and the United States of America (USA). This has provided him with an all-encompassing and balanced view of the study of scares resources and equitable distribution of such resources.

Chikane holds a MSc degree in Development Economics (ICED) and Post Graduate Certificate in International Business from Southern New Hampshire University in Massachusetts, United State of America.

Ms. B.N. Nzo
Council Member

Busisiwe Nzo is a professional quantity surveyor (PrQS) with the South African Council of Quantity Surveying Profession (SACQSP). She holds a BSc QS Honours degree from the University of Port Elizabeth.

She is currently a partner at a private practice, Lakhanya Quantity Surveyors. She is also a professional member of the Association of South African Quantity Surveyors (ASAQS).

She has worked as a provincial manager at the Department of Human Settlements, part-time lecturer, academic course moderator for the for the Nelson Mandela Metropolitan University’s QS department. She has also been involved in emerging contractor development mentorship and was recently appointed as a member of the advisory board of the QS department at NMMU.

She is currently studying towards a Masters in Built Environment, majoring in property economics and valuation.

Ms. X. Daku
Council Member

Xoliswa Daku is the CEO of DCI Holdings a company focusing on property development, management and leasing. She is a qualified Legal practitioner with extensive experience in law, business administration, and project management.

She holds a B.Proc (University of Transkei), a Diploma in Legal Practice (UCT), LLM (UWC), a Diploma in Human Resource Management (Varsity College), an MDP diploma (University of Stellenbosch), advanced and postgraduate diploma in Project Management (Cranefield University), Contract Management certificate on Facilities Management and recently finalised the Executive MBA (UCT Graduate School of Business).

Daku started her career as a legal practitioner. This included doing work for the Department of Justice before she joined the Western Cape Investment and Trade Promotion Agency(WESGRO).

She serves on several boards on a non-executive level with a focus on corporate governance. She is involved in stimulating women in business development, and in light of this she has served as the national chairperson for the South African Women Enterprise Network (SAWEN).

Goolam Hoosen Manack is head of the public entities governance unit of the budget office within the National Treasury Department. He’s also been appointed as an employer representative to the Political Office-Bearers Pension Fund.

He holds an MSc in Public Policy and Management (University of London) and is a member of the Institute for Public Finance and Auditing as well as the Institute of Chartered Secretaries and Administrators.

He was Head of International Public Finance at Fitch Ratings Southern Africa and has Consultant with Deloitte & Touche focusing on the public sector.

He also held various positions such as acting CFO in the Office of the Premier, Gauteng Provincial Government.

Mr L.A. Potwana
Council Member

Lulama Potwana is the director for consumer law and policy at the Department of Trade and Industry (dti). He is an admitted attorney and holds BJuris and LLB degrees.

Potwana has practised law in a private law firm and non-profit organisations. He has also worked as a lecturer at the University of Natal’s Campus Law Clinic, project manager for the Small, Medium and Micro Business Enterprises Project during which time he specialised in commercial law and the Legal Aid Board (High Court Unit) specialising in civil litigation. Prior to joining the dti he was a senior legal counsel at the Competition Commission of South Africa.
