To become district collector you have to passed Indian administrative service examination of UPSC . Here I am giving you information about Indian administrative service examination organized by union public service commission one time in a year.

Educational Qualification :-
You must complete graduation in any stream from a well recognized University..

Age - limits:
21-30 years as on 1st August of the year of Examination.
General 21 to 30
OBC 21 to 33
SC/ST 21 to 35.

list of duties and responsibilities of a District Collector
As Collector:

Land assessment
Land acquisition
Collection of land revenue
Collection of income tax dues, excise duties, irrigation dues etc.
Distribution of agricultural loans

As District Magistrate:
Maintenance of law and order
Supervision of the police and jails
Supervision of subordinate Executive magistracy
Hearing cases under the preventive section of the Criminal Procedure Code
Supervision of jails and certification of execution of capital sentences

As Crisis Administrator
Disaster management during natural calamities such as floods, famines or epidemics
Crisis management during riots or external aggression

He is assisted by the following officers for carrying out day to day work in various fields:-
Additional deputy commissioner
Assistant commissioner (general)
Assistant commissioner (grievances)
Executive magistrate
District revenue officer
District transport officer
District development and panchayat officer
Civil defense officer
Urban ceiling officer

Scheme of CS (Preliminary) Examination

The Preliminary Examination consists of two papers of objective type (multiple-choice questions) carrying a maximum of 400 marks.
General Studies Paper - I 200 Marks
General Studies Paper - II 200 Marks

Paper-I
One of the Indian Languages to be selected by the candidate from the 18 languages included in the VIIIth Schedule to the Constitution (Qualifying Paper) 300 Marks
Paper-II English (Qualifying Paper) 300 Marks
Paper-III Essay 200 Marks
Papers IV & V General Studies (300 Marks for each paper) 600 Marks
Papers VI, VII, VIII & IX
Any two subjects (each having 2 papers) to be selected from the prescribed optional subjects (300 marks for each paper) 1200 Marks
Total Marks for Written Examination 2000 Marks
Interview Test 300 Marks
Grand Total 2300 Marks
