Staff Selection Commission (SSC) is an organization under Government of India to recruit staff for various posts in the various Ministries and Departments of the Government of India and in Subordinate Offices.

Rules Concerning Govt Employees for SSC exams

-Only Central Govt civilian employees serving for at least three years continuously till the closing date of submission of applications for the exam can claim age relaxation; not the state govt employees. They should remain Central Govt civilian employees till the time of appointment in the event of their selection.

-Employees of Bank entities, Supreme Court or any other courts, Parliament, Central Govt undertakings, such as EPFO, etc; LIC, Autonomous Bodies, PSUs, etc are not Central Govt employees.

-Upper age limits for a UR Central Govt civilian employees:

-Posts under Group-B: 5 years more than the upper age limit of a post for UR.

-Posts under Group-C: 40 years

-NOTE: If any other category; add to above the age relaxation available for it.

-NOC (No Objection Certificate)

-NOC is a must for Central Govt civilian employees seeking age relaxation. An employee serving as Central Govt employee not seeking age relaxation does not have to submit the NOC. Employees falling under para (ii) above also are not required to submit the NOC.

-DoPT guidelines say that the employee should inform his department about applying for SSC/UPSC exam, but the department can refuse permission; if department denies permission, it’s mostly due to pending vigilance or disciplinary proceedings against that employee. In such cases the department writes to SSC/UPSC not to consider the application.

-A Central Govt employee needs not apply through proper channel; as per DoPT guidelines only the intimation needs to be given in such a matter.


Rules Regarding OBC and Creamy Layer Certificates in SSC Exams

-Only those who have claimed OBC status in initial application are considered against OBC vacancies.

-OBC certificate is valid for as long as the community is notified as OBC. Non creamy layer certificate treated valid by SSC for 3 years.

-It is necessary for everyone to get the OBC certificate renewed after every three years for ssc exams as creamy layer status may change if a person remains in creamy layer for 3 years continuously.

-The OBC certificate must have been issued according to dates mentioned in the exam advt.

-OBC creamy layer certificate is valid for 3 years from date of issue. If closing date for receipt of application is beyond this period this certificate should be obtained afresh.

-OBC certificate should be in prescribed format published by SSC from specified authorities. No deviation is permitted,

-OBC certificate is on the basis of one’s parents income. And hence if any person is in any sort of employment, his income is not to be added to his parents’ income while calculating the maximum income required in case of acquiring the OBC certificate. Nor one’s husband/wife’s income is seen for this certificate.
