The National Institutes for Water Resources (NIWR) is an organization that represents the 54 state and territorial Water Research Institutes. National institutes of water resources is a part of Institute for Water Resources, they signed memorandum in October 17, 2009 Signing Parties Anders W. Andren, President (NIWR) Robert A.
