Indian Engineering Services Information Technology

I have completed my B.Tech. in I.T(information technology) and want to know can I apply for the IES (Indian Engineering Services) after completing this degree? Also tell me the eligibility criteria to apply for IES exam and also provide me the pattern and syllabus of this IES exam?
