ESI applies to all factories where 10 or more persons are employed or were employed on any day of the preceding 12 months, and in any part in which manufacturing process is being carried on but it does not include a mine subject to the operation of the Mines Act, 1952 or a railway running shed.
The provisions of the ESI Act, have also been extended to the following classes of establishments under Section 1(5) of the Act.
Shops
Hotels & Restaurants, Clubs
Cinemas, including preview theatres
Newspaper establishments
Road Motor Transport establishments

Employees' State Insurance (abbreviated as ESI) is a self-financing social security and health insurance scheme for Indian workers.

As you want here I am telling about Employees State Insurance Corporation (ESIC) applicability in Coverage reference:

Applicability
Under Section 2(12) the Act is applicable to non-seasonal factories employing 10 or more persons.

Under Section 1(5) of the Act, the Scheme has been extended to shops, hotels, restaurants, cinemas including preview theatres, road-motor transport undertakings, newspaper establishments, establishments engaged in Insurance Business, Non Banking Financial Companies, Port Trust, Airport Authorities and Warehousing establishments employing 10* or more persons.

Further under section 1(5) of the Act, the Scheme has been extended to Private Medical and Educational institutions employing 10* or more persons in certain States/UTs.

The existing wage limit for coverage under the Act effective from 01/01/2017 is Rs.21,000/- per month [Rs. 25,000/- per month in the case of persons with disability].

*Note: However the threshold for Coverage of establishments is still 20 Employees in Maharashtra and Chandigarh.

Areas Covered
The ESI Scheme is now notified in 540 Districts in 34 States and Union Territories, which include 354 fully notified districts and 186 partially notified districts where scheme is notified in Districts Headquarters Area & in Centers.

The scheme is yet to be implemented in Arunachal Pradesh and Lakshadweep. The status of notification District wise is annexed.
