The Entrance Exam for joining Civil Services for Government jobs in India are conducted by UPSC (Union Public Service Commission). The eligibility required for it is as follows:

UPSC Civil Services Exam

Nationality:

The candidates must be the citizens of India for the Indian Administrative Service and the Indian Police Service.

Age limit:

The candidates must be minimum 21 years and maximum 32 years as on August 1. (For candidates belonging to SC/ ST category, the upper age limit is relaxable up to 5years. For OBC candidates, the upper age limit is relaxable up to3 years).

Educational qualification:

The candidates need to have a Graduate Degree from any Universities incorporated by an Act of the Central or state legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a university under Section-3 of the University Grants Commission Act, 1956.

Number of attempts:

The candidates can apply to a maximum of 6 times. For OBC category it is 9 times. This restriction on the number of attempts is not apply for Scheduled Caste and Schedule Tribe candidates.
