According to me you should go with MS in Communications and Information Technology from Germany.

in order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 70%-80% plus in graduation, plus you need to take below mentioned tests:

1. GRE.
2. TOEFL or IELTS.
