I am giving the details of voluntary retirement pension procedures for your reference. You can also find the calculation sheet of pension. Here is the rules of CCS pension rules of 1972. At any time after a government servant has completed 20 years of qualifying service, he may, by giving notice of not less than three months in writing to the appointing authority, retire from service, under rule 48-A of CCS (Pension), Rules, 1972. The notice of voluntary retirement shall require acceptance by the competent authority. For rest of the details you can download the pdf file provided.

If any Central Govt. Employee is voluntary retiring from the Govt. service, will he admissible for cash equivalent to salary as a one time settlement of HPL.
