I have completed 12th and now want to do B. Tech so please suggest which branch is best between Mechanical & ECE? Also give list of B. Tech Mechanical colleges in Delhi?

Both Mechanical & ECE branch is best for engineering if you are interested in machines then go for Mechanical and if you want to work with devices and circuits then go for ECE.
