Consent to release Bangalore University student information to the Rwandan Higher Education Council (HEC)

My name is Akshay Vishwanath and I am an MBA Student at the African Leadership University School of Business, accredited in Rwanda by the Rwandan Higher Education Council (HEC). The HEC has written to you to verify that I graduated with a B.Sc Degree (Chemistry, Zoology and Environmental Science) from Bangalore University, completed in May 2007 with the certificate issued on 11th July 2008. (Reg 04BPS70290; issued at 43rd Annual Convocation, Presentation No. 2220, Page No. 5-75).

Unfortunately Bangalore University sent a confirmation letter via hard copy to the HEC, rather than via email which is the only means by which they accept a response. Is it possible to have this letter re-sent immediately via email to equivalenceoffice@hec.gov.rw, with a copy to mba_registrar@alusb.com?
