If you have completed Diploma after class 10 then you are not eligible for the IIT JEE Entrance Exam .

But if you have completed Diploma after class 12 then you are eligible for the IIT JEE Entrance Exam .

Eligibility

Applicants must have passed in final examination of 10+2 or its equivalent referred to as the qualifying examination

However Those appearing in 10+2 (Class XII) final or equivalent examination in 2015 may also appear in JEE (Main) 2015 provisionally.

Exam Pattern:

JEE (Main) 2015 shall have two papers,

Paper-1 (B. E./B. Tech.)

Paper-2 (B. Arch./B. Planning).

Paper 1 (B.E./ B. Tech):-
Subjects:- Physics, Chemistry & Mathematics

Duration:- 3 Hours

Mode of Exam:- Pen and Paper based OR Computer based

Type of Questions:- Objective type with equal weightage to Physics, Chemistry & Mathematics

Paper 2 (B.Arch./ B.Planning):-
Mode of Exam:- Only Pen and Paper based.
Duration:- 3 Hours

Mathematics – Part I - Objective type

Aptitude Test – Part II & - Objective type

Drawing Test – Part III - Questions to test drawing aptitude

Yes after diploma from an AICTE or state board recognized institute you are eligible for IIT JEE entrance exam.
As you have asked for the other eligibility details, I am providing you with that

Age:
Applicants must be born on October 1, 1991 or after in order to qualify for appearing the JEE Main 2016 Exam.
Reserved Candidates ( SC/ST/PwD) will have a relaxation of the upper age limit by five years.

A contender can appear JEE Main Exam for maximum three times provided he remains eligible for the attempts made.

A contender must fulfil any condition below for qualifying examination:
The final examination of the 12th, conducted by any recognized central/ state Board, such as Central Board of Secondary Education, New Delhi; Council for the Indian School Certificate Examinations, New Delhi; etc.
2 year Pre-University exam and Intermediate exam conducted by a recognized Board/ University

Final exam of the 2 year course of the Joint Services Wing of the National Defence Academy

H.S.C. vocational exam
Senior Secondary School Exam with at least of 5 subjects conducted by the National Institute of Open Schooling
A Diploma which is recognized by either AICTE or a state board of technical education of at least three year duration

Any Public University/School/Board exam in India or in any foreign country recognized as equal to the 10+2 system by the Association of Indian Universities (AIU)

HSC Exam of the Cambridge University or International Baccalaureate Diploma of the International Baccalaureate Office, Geneva
