As you Asking for the Procedure for Booting a MacBook Air From a USB External Drive is given below

the MacBook Air does have limitations. One is that its drive space is at a premium. Plus, it is a computer, and prone to failures or lock-ups. At some point, you might need to boot it from another source

Procedure for the Boot a MacBook Air From a USB External Drive

You can boot it from a USB drive as long as it is partitioned properly and has the same version of your copy of OS X.

Plug the USB drive into one of the MacBook Air's USB ports.

Click the Apple logo and select "Restart."

Click "Restart" to confirm you want to reboot your computer.

Hold down the "Option" key until you see the Startup Manager.

Press the right or left arrow keys on the keyboard to select the USB drive.

Press the Enter key to boot from the USB drive.
