For First Year After Counselling

Branch change totally depends upon the availability of that branch.
Generally the first year syllabus is same for all branches that's why after first year you can apply for branch change.

It also depends upon no. Of candidate applying for that branch so keep your cgpa as high as possible to have a better chance.

In Second Semester

You have to secure more than 8.5 cgpa or equivalent marks in first semester
-You must not have any backlog.
-more than 10% of your branch mates in your college must not change branch or college
-The college and branch you want change must not intaking more than 10% of its strength.
