You want to know that Does OBC category come under General Merit or not so I want to tell you that in India three categories are there:

General category
OBC category
ST/SC category

OBC category doesn’t comes in general category, because OBC category is also a separate category which stands for Other Backward Class category.

OBC category candidates are socially and educationally backward classes.

OBC category candidates gets freedom rather then general and ST/SC category candidates.
