ISM to IIT alludes the development began by the understudies of ISM Dhanbad went for persuading the Government of India, the need to change over ISM Dhanbad into an IIT. On 25 May 2016, the Union Cabinet headed by Prime Minister Modi affirmed that a bill be presented in Parliament for changing over ISM Dhanbad into an IIT. On 19 July 2016 the Institutes of Technology (Amendment) Bill, 2016 was brought into the Lok Sabha. It was passed by the Lok Sabha without restriction on 25 July 2016.

The Rajya Sabha consistently passed the Bill on 2 August 2016.The Bill has the Presidential consent and a Gazzete notice has been made, in this manner formally changing over ISM Dhanbad to Indian Institute of Technology (Indian School of Mines), Dhanbad.

In 2009, ISM got the endorsement of its Finance Committee, Executive Board and General Council, proposing its transformation to an IIT. This was sent to Ministry of Human Resource and Development (MHRD), Government of India in mid 2010. This was trailed by a definite venture give an account of the transformation arranged by EdCIL (a Public Sector Enterprise), on the bearings of the HRD Ministry. The ISM Teachers Association and ISM Alumni Association passed resolutions in 2010-11, supporting this change. In September 2011, a determination was passed by the Government of Jharkhand, prescribing to the Government of India to change over ISM to an IIT soon.

On 7 May 2012, the Director of ISM gave a point by point presentation highlighting the different parts of organization and the requirement for its transformation to an IIT, at the Yojana Bhawan, Planning commission. The meeting was led by Narendra Jadhav, Member of MHRD. The conclusion that came to be was incorporation of the transformation in the twelfth Five Year Plan (2012–17).
