If you really want to become an IAS officer then go for IAS exam after completing your engineering, Join best coaching institute, read NCERT books, Start reading newspapers, Read magazines like Chronicle, Frontline and India Today etc

B.Tech 2nd year is also a good time to start IAS coaching as by now you have settled down completely in college, final placement is also bit far and 2 year time would be good enough to get you through it.

It would be better if you join some coaching institute. The material provided by classes would be good and very relevant. During final year revise every thing and appear for exam.

Preparation Tips
But make sure that sincerity is not only required but also the implementation for selection.

Make notes every day like whatever related to the Indian economy, polity and environmental studies, because these things will be forgotten if one read it and leave it.

Make a habit to read the latest news of the day and write it down in the notebook so that you should not require going for the books and all for the preparation of the general studies.

Make a time table of every thing from studies to play, etc. and stick to it.

Refer Good Books

Prepare from previous year question paper to know the pattern of the paper.
