The General Certificate of Education (GCE) is an academic qualification that examination boards in Sri Lanka and Singapore,

The GCE comprised three levels:
Ordinary Level (O level) and
The Advanced Level (A Level)
The Advanced Subsidiary Level (AS Level)

Surely you are eligible to study in India.

According to EDCIL and as per DASA scheme, candidate who Qualify GCE "O" Level with four subjects will be recognized as a "Matriculation" in India

After completing GCE "O" Level you have to pass 12th after it you can go for degree courses, there are no part time +2 schemes in India.
