Can you tell me about the eligibility requirement to apply for HPAS (Himachal Pradesh Administrative Service) conducted by Himachal Pradesh Public Service Commission?

HPAS (Himachal Pradesh Administrative Service) is conducted by Himachal Pradesh Public Service Commission to recruit the candidates for the Himachal Pradesh Administrative services.

The HPAS officers work under the guidance of IAS officers and also help the newly joined IAS officers to understand the work culture. Departments like Land, Revenue, General Administration, Agriculture and the likes are the most important where these administrative officers get posted.


Eligibility Conditions

1. Nationality:
One must be a citizen of India.


2. Age Limits:
One must have attained the age of 21 years and must not have attained the age of 35 years.


3. Age Relaxation:
1. Upper age limit is relax able by 5 years for candidates belonging to the Scheduled Castes/ Scheduled Tribes/ Other Backward Classes / Persons with disabilities and Children/Grand Children of Freedom Fighters of Himachal Pradesh as declared by the Govt. from time to time. Age relaxation is also available to Ex-servicemen candidates of H.P. as per provisions in Rules/ Instructions of H.P. Govt.

2. Provided further that a Govt. servant who is holding substantive / officiating / contractual / Adhoc appointments in H.P. Govt. or in High Court or any Court Subordinate thereto and employees of the Public Sector Undertakings / Corporations / substantially owned or controlled by the H.P. Government are eligible to appear in the exam if one possesses a Bachelor degree of a recognized University and has not attained the age of 42 years on the first day of January of the year in which the applications are invited. Any person who is eligible under this sub-rule and wishes to appear in the exam shall submit application in the prescribed form through Head of Office to the Secretary, H.P. Public Service Commission


4. Minimum Educational Qualifications:
One must possess a Bachelor’s Degree or its equivalent from a recognized University.


Desirable Qualification

One must have Knowledge of customs, manners, and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the State of Himachal Pradesh.


Exam Pattern:
There will be three stages in the HPPSC Exam:


Preliminary Examination:
There will be two papers of objective type in the Preliminary Examination. The questions will be based on Multiple Choice Answers on the following topics:
Paper I: General Studies (200 Marks) – 100 Questions
Paper II: Aptitude Test (200 Marks) – 100 Questions

There will be penalty (Negative Marking) for wrong answers marked by a candidate in the objective type question papers.
One who qualifies in the Preliminary Examination will be eligible to write the Main written examination & after that Viva-voce will be conducted.

Main Examination:
One who qualifiesthe Preliminary Exam can appear in the Main Exam which will be about 20 times the total number of vacancies. The candidates will not be issued separate call letters for the Main Exam.

Viva Voce (Interview)
One called for the Viva Voce test after the Main Exam will be done three times the total number of vacancies.
