DTE or DCE

Hello I have recently completed my 10th class and I want to join now Polytechnic diploma course. Can you please tell me which institute is better for me Directorate of Technical Education, Rajasthan or Department of College Education Rajasthan? Also tell me about eligibility requirements of both of these institutes?
