The Areas of Work for the Budget, Finance & Management Department of Defence Research and Development Organisation (DRDO) are as follows:

Budget & Expenditure
• Formulation of DRDO financial plan based on the evaluation made from the analysis of demands received from labs
• Allotment and precedence based enhancement of allocations of funds to labs/estts/programmes/high value projects
• Formulation of Revised Budget Estimates (RE) based on review of expenditure status, additional demands against existing and new schemes and projection to MOD (Fin) along with the Forecast Budget Estimates (FBE) for the next Financial Year
• Formulation of Modified Appropriations (MA) reports based on the final expenditure trends and unforseen demands received in the months of February
• Set of expenditure returns received from labs/estts/programmes and actual compilations from CDA / (R&D)CGDA
• Continuous budget monitoring based on commitments and cash outgo status in respect of CCPA programmes, high value projects, high budget labs/estts and re appropriation of allocations whenever required
• Initiation of corrective actions based on expenditure trends for adjustment of expenditure bookings
• Analysis of expenditure returns in respect of Central Purchase (CP) booking and resolving wrong and unidentifiable bookings
• Compilation of various periodical reports/returns for Ministry of Defence and Ministry of Finance and compilation of various MIS reports to facilitate decision making at DRC level
• Preparation of Budget Performance Analysis document to enable review of events of the year and initiate corrective action in the system wherever required

Finance & Accounts
• Issue of the delegated/authorised financial/administrative powers to the Heads of establishments and authorities at HQrs
• Formulation and implementation of resource generation policy and monitoring of the fund position
• Issue of necessary sanctions for transfer of stores from one lab to other
• Sanction of imprest accounts to the labs/estts
• Approval and issue of sanctions for gifting of obsolete store
• Regularisation of audit objections and issuing necessary sanctions
• Regularisation of the losses reported by labs and establishments
• Analysis of major financial accounting irregularities reported by audit
• Carrying out periodical financial review of the cash accounting system
• Compilation and analysis of stock verification reports
• Formulation of the demands from various labs and HQrs for release and sanction of advances for House Building and Conveyance
• Preparation of reports for SA to RM for meetings
• Monitoring of outstanding Test Audit Objections and providing necessary support and suggest guidelines for speedy settlement
• Settlement of Draft Audit Para and Audit Para and furnishing remedial/corrective action taken
• Preparation of various MIS reports to facilitate decisions at DRC level
