Yes, of course Chartered Accountants apply for UPSC for IAS exam.
Here are details:

IAS stands for Indian Administrative Service.
The exam is Civil Service Exams & conducted by Union Public Service Commission once in a year.

Eligibility:
Age
The applicants age in between 21-30 years on 1st August of the year of Examination.

Education:
The applicant should have a degree in Engineering from a recognised university or equivalent.

The Candidates appearing at their engineering degree or equivalent examination are also eligible to compete.

Physical Standards
Candidates must be physically fit according to physical standards for admission to Civil Services Examination of a particular year as per guidelines given in Rules for Examination published in the Gazette of India Extraordinary during the year of examination.

Exam scheme
The Civil Services Examination will consist of two stages:

Civil Services Preliminary Examination (objective type) for the selection of candidates for the Main Examination; and

(ii) Civil Services Main Examination (written and interview) for the selection of candidates for the various services and posts

(iii) Number of Attempts

(v) Applications are now invited for the Preliminary Examination only
