Every Indian citizen who fulfill following the eligibility criteria are eligible for UPSC IAS Exam:

IAS stands for Indian Administrative Service, it is conducted by UPSC

Eligibility:
Candidate must be citizen of India

Must have passed graduation degree from a recognized university

Age limit
Age should be between 21 to 30 years as on 1st August of the year of examination.

Number of attempts:
For General: 4 times
For OBC: 7 times
For SC/ST: Till 35 yrs of age
