Default After B.A Public Administration open course want to give TNPSC group 4 exam

Sir can you please tell me that Am I Eligible for TNPSC group 4 exam after B.A Public Administration through Open University?

For Typist
Must have passed the Government Technical Examination in Typewriting:-
By Higher / Senior Grade in Tamil and English

For Steno-Typist
Must have passed the Government Technical Examination both in Typewriting and in Shorthand: - by Higher / Senior Grade in Tamil and English

Computer Qualification
Applicant should have passed the “Certificate Course in Computer on Office Automation” awarded by the Technical Education Department.
